About the Work Area

The five Western Australian port authorities play a critical role in facilitating trade and enabling the State to achieve its economic potential. This Principal Budget Analyst role works within Treasury’s Ports team, to monitor the budget and longer-term financial performance and to assess proposed initiatives, capital projects and resource allocations of the relevant port authorities.

About the Role

This is for a Permanent Full-time opportunity; however part-time job share arrangements may be considered.

The Principal Budget Analyst provides input to current and future State Government work, projects and initiatives, including:

  • advising on the State Budget process including drafting recommendations and advice for the Government on the port authorities’ budget submissions
  • researching, analysing and evaluating a variety of documents including the ports authorities’ strategic plans, proposed significant agreements or contracts, Commonwealth funding agreements and policy proposals to identify any risks and alignment with Government priorities.
  • liaising with agency counterparts (including senior executive) and internal stakeholders to build productive relationships and share information, including undertaking port visits and representing the department in stakeholder meetings.
  • developing an understanding of how to align the strategic direction, infrastructure needs and operational activities of the port authorities with the planning and delivery of Government priorities such as the Westport and the Future of Fremantle projects.

About You

We are currently looking for a committed, task orientated person who is competent in using their analytical and conceptual skills.    

This role requires a dedicated professional with capacity to work in a fast-paced environment and be thorough in providing timely and quality advice based on relevant data, evidence and research collected. You will use your ability to anticipate, analyse and evaluate information to guide you in providing solutions to current and emerging economic, financial, and social issues.

The ability to communicate effectively, both verbally and in writing, is critical as you will be required to build positive working relationships with internal and external stakeholders to support the delivery of high-quality products and services. Having sound attention to detail with high standards of accuracy and efficiency will be highly regarded.    

Your previous work experience in and/or knowledge of budgeting, accounting and financial management processes will be an advantage for this role.

Appointment to this position is based on the applicant’s capacity to undertake the role at the level required and commensurate with the Treasury Capability Framework.

This process may be used to fill any similar permanent or fixed term opportunities (full-time or part-time) at this level that may arise in the next 12 months across Treasury and the wider WA public sector.

  • As a Principal Budget Analyst, you will need to provide advice on complex problems drawing on high-level analysis and relationships with internal and external stakeholders. Please provide a recent example of how you have demonstrated these skills and the outcomes you achieved.
  • Nominate two referees (one will need to be a current or previous supervisor) who can comment on your skills, abilities, depth of experience and work performance. Referees will often be required to return completed reports within one week of your interview, therefore it is important to keep your referees informed during the process. 

It is anticipated that further assessments will be held in the week commencing 27 November 2023
